However, ICE has promised to release SIM-cards for tourists in 2009, which would make it easier for them to use cellular phones in Costa-Rica. As to the phones themselves, potential users should consider only the ones checked by residential service.

Additionally, there is an alternative option to stay connected in Costa-Rica, namely, phone cards, available in retail stores. Coin phones still exist there, but as calling cards become more popular, their amount gradually decreases. Internet in Costa-Rica is provided through ICE (RASCA) services. Major cities have access to speedy broadband Internet, ADSL and cable connection, and in rural areas people still use dial-up and ISDN connection. Internet cafes are quite popular and can be found almost everywhere. For those equipped with a laptop WiFi hotspots are available. Many hotels offer high-speed Internet connection for free or charge the tourists symbolically. Amnet and CableTica are local companies which offer cable Internet at rates, controlled by the government. To subscribe to the services a potential user should have cable television. VoIP is available through Internet cafes where Skype is installed, and represent a cheap alternative to costly international phone calling.
